Below are the responsibilities of the key sub-committees within Banbury Town Council.
General Services Committee
Parks, Open Spaces and Play Areas
- The maintenance and management of over 400 Hectares of Open Space
- and the provision of play equipment including:
- 5 Principal Parks including Spiceball Country Park and People’s Park
- 12 Neighbourhood Parks
- 52 Play and Teenage Areas
- 90 Open Spaces
Allotments
- The provision of 7 sites, 4 managed by Allotment Associations and 3 managed by The Town Council.
Cemeteries
- Southam Road and Hardwick Hill
Sports Pitches
- 6 full sized football pitches
- 2 mini pitches
- 1 cricket square
PlayZones
We have worked with local communities to create a safe and secure space for everyone to be active.
Our PlayZones are a floodlit facility with a 3G synthetic turf surface suitable for football and other sports. The size of the pitches are 30 x 20 metres and suitable for all-weather play.

Bins
- Provision of Litter Bins and Dog Litter Bins. (NB: Cherwell District Council empty these.)
Bus Shelters
Provision and maintenance of Bus Shelters, largely through Bauer Media, whose advertising shelters are provided free of charge.
Planning Committee
Town and County Planning and Development within the parish
Examining and making recommendations to the Planning Authority (Cherwell District Council – CDC) on planning applications responding to CDC, Oxfordshire County Council and South East England Partnership Board regarding local, county, regional and national planning policy.
The Local Development Framework Working Group has been established to respond to CDC’s emerging Local Development Plan.
Highways & Transport Issues – Responding to Oxfordshire County Council as the Highways and Public Transport Authority on all matters relating to Highways, footpaths, cycleways, bus services etc in the Town.
The Built Heritage Working Party
Was set up to work with the Planning Authority and other interested bodies (including the Civic Society and Chamber of Commerce) on:
- Extending the Conservation Area for Banbury
- The Grimsbury Conservation Area
- Preparing a Local list of buildings of Architectural and historic Interest
- Prepare a Design Statement for the Town
Banbury Traffic Advisory Committee
Acts as a multi-organisation forum, including Oxfordshire County Council to discuss and respond to all traffic related matters in the Town such as:
- Traffic management schemes
- Traffic Regulation Orders (waiting restrictions)
- Signalling, Signage and Road markings
- On and off Street Parking
Resources Committee
Finance
Monitoring and allocating financial resources, ensuring the Council gets best value, recommendations to the Town Council about the level of the Council Tax for Banbury, making grants to voluntary organisations, overseeing the work of the Grants and Budget Sub-Committee.
Property
Looking after the Council properties, including the development of the Town Hall.
Links with other Public bodies
Including the County Council and District Council, other government and public bodies. Funding for Woodgreen outdoor swimming pool.
Personnel Matters
All matters relating to employees, including overseeing the work of the Personnel Sub-Committee.
Communication with local community:
- Appointment of representatives to local organisations.

Upholding the civic ceremonial traditions of the Town.
